The Cochin City Administration has drawn up a three-pronged action programme, which includes
 
(1)           Boosting the construction activities by Cochin Development Authority,
(2)           Allotment of land to the group-housing societies, and
(3)           Auction of plotted land. 
 
Out of the 900 approved group-housing societies, 400 are to be issued with allotment letters for specific areas.  The Authority plans to construct 20,000 to 25,000 houses per year.  Regarding plotted development of land, Economically Weaker Sections (EWS) are to be allotted 32 sq m of land and auction plots measuring 80 sq m.
 
The three-pronged action programme drawn up by the Cochin City Administration to ease the housing shortage in the commercial capital of Kerala confirms that the accent put on private initiative in the matter will only increase in the coming years.  Considering the dismal record of the Cochin Development Authority in meeting its commitment on the housing front when its priorities got distorted woefully, the Administration has set greater goals by the encouragement given to the individual and group efforts by auctioning plots and giving more land to the housing societies. 
 
By handing over the house construction responsibilities to private societies, the authorities will be free to devote greater attention to the task of acquiring and developing that land.  Much of the hassles involved in acquiring farm land for housing purposes is expected to be removed with the announcement of the new prices, which has raised compensation to over Rs. 6 lakh rupees per acre making it easier for farmers to resist the blandishments of private colonizers.  The move to change leasehold land to freehold system could also give a significant boost to the housing activities. In Cochin Apartments are in great demand and this building boom is mainly due to the increasing preference of people from other parts of the city to migrate to the key city centers.
